the problem, as i see it, is how to do this without violating the rights of the people. and not just those that are mentally ill either, but those without a mental illness. and i wont apologize for supporting the rights of law abiding citizens.
Simply screen those who wish to own guns. Also, requiring a gun safety class wouldn't hurt.

My "legal" one today would be
Federal Firearm insurance for both ammo and weapons
All weapons must be registered and insured for the cost of the weapon.
You must gain insurance on your own through a accredited party.
Accredited parties must allow claim data history data on parties.
Failure to gain insurance (i.e. too risky) or failure to keep insurance will require persons to either sale the weapon within 30 days OR turn weapon in to avoid penalties
Persons who poses a firearm or ammo without insurance mandated 5 thousand dollar fine or 3 years first offense; 6 years second offense; and one additional year per offense after (3rd offense is 6+1 year)
All weapon and ammo sales must be registered and tracked using insurance registration database. Selling a weapon without checking/verification of register follows same fine structure as weapon possession
Insurance companies are required to check criminal history, mental health history of all would be insurance applicants.
Insurance companies would be required to insure against the user executing any killing or spree killing with payouts per individual in the course of death or injury or accident.
Ammo is registered/tracked - unique markers added to ammo randomly and assigned to each "box" of ammo. Box of ammo is also traced.
Insurance company plans could set limit on their plans for type of use; number of weapons
i.e. Hunter plan 3 rifles, 1 pistol; XYZ ammo - $50 per month
Persons denied insurance would not legally be able to purchase, receive, or hold weapon and would face fines as noted above.
Insurance companies could "blacklist" people for egregious failure of safety. For example, using a weapon in non-self defense resulting in injury; leaving a weapon where a child kills; supply a weapon to someone without insurance
