I have no "proof", but the idiots that I see all over the road are the same ones who can't take their eyes off of their phones any time that they are awake. It won't be long before cars have "jammers" to disable these things. The kids now treat their phone like an appendage to their body. Scare the hell out of me on the road as I am often on my motorcycle having no idea when they are actually paying attention to what they are doing.
I have no statistics to support myself but I suspect you are correct. I see these people every day on the roadway. Maybe it doesn't explain 100% of the increase but it has to contributory.
Article was less than informative, offering some speculation, trying to suggest suposition as cause and effect with the UER.

That results in less than 30% fatalities due to alcohol related accidents. I'm certainly NOT for any vehicle- alcohol mix but I actually thought that number would be higher.
The numbers are significant but often traffic reports omit the real cause of the accident because not all the facts are known. The reporting metrics also don't separate the categories universally throughout the nation.
