It's a good thing that candidate states he wants to bring back jobs from China....maybe it will reduce the amount of container ships travelling back and forth across the big pond.
The International Maritime Organisation enacted new mandatory standards (that ships from over 150 countries will meet)
By 2020, sulfur in marine fuel must be reduced by 90%. Not 10%, Not 50%, 90%.
Sulfur in fuel becomes sulfuric acid in air, which makes up about 50% of the particulate matter (i.e. pollution). Nearly eliminating sulfur in fuel will cut particulate matter in air by almost half.
But if you actually read the California bill, it has little to do with cow farts and burps (while those issues could easily be reduced with a change of feed) and a whole lot to do with cow (and other farm animal) waste.
But keep rolling your eyes and dreaming those jobs are coming back.

As should any American, unless of course you are a trust fund baby, won the lottery, or living off welfare. Any hint of jobs coming back to America is something to be excited about, dream or not.
A direct quote from the article....
"One of the main methane culprits: manure. Per the bill, dairy farmers have to cut methane emissions to 40 percent below 2013 levels by 2030. Under a cap-and-trade plan, farmers will receive aid from the $50 million or so raised via polluter fees, which they can then put toward machinery that uses methane to create energy they can in turn sell to electric companies.
The state's Air Resources Board can also now regulate bovine flatulence, as long as there are practical ways to reduce the cows' belching and breaking wind. "
Sure, manure may be the main culprit, the other was mentioned.... maybe this could help the bio-diesel industry.
