Paul is not voting against the ACA. He is trying to persuade folks not to vote for a deficit budget that increases the national debt by trillions.
He said the massive budget is being sold as a "vehicle to repeal ACA". which he found ridiculous. Why do they need a massive budget to repeal anything?

The Paul's have always been sincere and honest, even if I don't agree with them on every little thing I never really doubted that they at least were well intentioned. His dad was one of the few people with the balls to speak out against the Iraq war, BEFORE it was popular to do so. We could have picked him or someone like him for president but nooooo we need to give that to the reality TV show actor. Literally following the movie Idiocracy like a blueprint, just moving up the timetable in the movie a few hundred years.

Repealing it doesn't have to be associated with the budget. Wasn't very hard now was it?
btw It wasn't Rand who voted in Obamacare either.

Speaking of movies. Reagan, Ahnold, then Trump. What can I say? Us Republicans do like those in TV and cinema.

I find it more than amusing that they flat out voted to repeal Obama Care 60 times, no budget tricks, no gimmicks not buried in some other legislation. Now they have the power and they need to be vague, just go on record and pass a similar version of hr3762 and have it on Trumps desk Jan 23. Just go on record and use one of the other 60 versions to repeal the ACA, god knows they had practice.

We agree on something! Although I'd substitute 'infuriating' with 'amusing'.
