He/she/zhe/zee/it doesn't have to provide references. Both Bush Jr and Obama had opposition claiming an impeachment is necessary. Perhaps you were too young or were not into USA politics at the time, but most American adults can recall this.

In either case, no high ranking politician favored impeachment. Why, that is a whole other subject that probably cannot come to a general concensus.
