This urban dictionary lists the definition as a young impressionable person vs. Only democrat. Is this correct?

It's slang. There is no "correct" in slang since it's an evolving cultural expression. It's a derogatory description indiscriminately applied to whomever is the object of your derision.

Depending on your interpretation, it could be a young impressionable person of any political persuasion, or even a POTUS with a thin skin unable to deal with criticism.

I usually think of the term as applying to an individual that changes political stances like a person changes their hat. For example, a person supports 'Issue A', because "Politician Bob" supports said issue. Then, when Politician Bob changes his support to "Issue B" (i.e., the reverse of said issue), said person quickly supports Issue B.

In other words, the 'snowflake' can't withstand any amount of heat.

young people that are republicans aren't that impressionable and are certainly not overly sensitive.
