Politics has become so dirty on the left, they are playing dirty using the intelligence agencies against the Republicans. This is really sick stuff from Obama administration. This is not what intelligence agencies should be used for.

The Courts don't protect against bulk collection or storage, and is a Judge or indeed a Magistrate really going to decline a warrant.

In terms of targeted surveillance relating to sex offences, that's dealt with by the Police and National Crime Agency rather than the Intelligence Services who target specific individuals, it is the bulk gathering of information on everyone and the storage of all websites and phone calls they have visited or made that is the problem.

'My life was ruined by a typo' - BBC News

In terms of credit card transactions, they are stored and the police and security services can easily monitor targets, and it should be noted that the UK has more powers in relation to such ativity as the US and serves as a warning.
