and then there are the city officials that restrain the cops from doing anything, at first.
Cops can deal with being outnumbered.

1) They are not " gung-ho to beat/shoot anyone that shows the mere possibility of not complying". Of the tens of thousand of police/citizen interactions in the U.S. every day, very few are newsworthy. Your irrational hysteria is showing.

2) Oh, the irony. The police are hesitant during riots because no matter what they do, people like you will second guess them and cry racism, sexism, or whatever the whine of the moment is.

Actually no they can't if it is bad enough. The citizenry in the riot I attended was quite capable of cop killing and was in a mood to do it. The cops were in fact challenged to maintain any presence in the riot area and as dark approached withdrew to avoid taking casualties. The thing was eventually settled by overwhelming force. But it still took two days to get it together.

Actually our tract was in the middle of it. The big action took place on our northern border. We were a young group..80% black and the rest graduate students and young engineers and such.

We got organized and had enough fire power to hold off an infantry company. Sat out that next night on the lawn in front of the apartments. Hot night. Deathly still. Unbelievably quiet. Broken every once in a while by the sound of breaking glass.

Had plans to get all the white folk into the upper units and out of sight. Had fields of fire laid out in case it got sticky. Sat there for four or five hours with nothing but false alarms. And not a cop within a half mile.

Interesting to be in a place where you think you may end up killing people in a few minutes.

We could have run but it seemed the wrong thing to do. Many did. The graduates students from UofR who were not black almost all left. Ran that night and never came back except to pick up their stuff. We however were comfortable with our neighbors and stuck it out. Neighborhood went blacker but was still all college educated and young.

The aftermath was also interesting but that is another story.

I've seen stuff on this. Apparently they're being ordered to stand down, because the departments don't want to deal with the backlash from the media, black lives matter, etc... I've also heard that the mayor of Berkeley is either part of or sympathetic to antifa, so that was a factor there.

Believe it or not police officers prefer not to get killed. In an intense riot situation that becomes possible.

We do not pay them to take risk there are potentiality fatal.

So they want circumstance that maes serious physical damage unlikely.

So they do not charge inot brick throwers and armed aggressive types without suitable situations.

Perfectly reasonable actually.

Cops do try and contain the situation blocking streets and roads, however cops do not want to be shown as the aggressors as that would just increase support for the rioters. Indeed attacks on police, businneses and individuals just leads to less support for the rioters and any legitimate cause they had.

The worst thing any group with a legitimate greivance can do is riot, as the focus shifts from the initial reasons for protest to the senseless violence, and any credibiluty is instantly lost as millions watch the violence and destruction on television and through the media. This also lessons the propspect of further riots or copy-cat riots.
