I will note that there may be some basis for the law (which I could not find online, but I didn't search very hard), namely, that a youth that is paid to enter your yard and mow the lawn is a 'business invitee' (I will not address the particular circumstances of the OP's link). What if the youth injures himself during the mowing? Whom is liable if hospital bills are incurred?

Briefly, and generally, the older the youth, the less chance the owner of the property will be held liable (disregarding gross negligence on the part of the homeowner). Say, 15 or above. Perhaps even 13 years old, depending on the jurisdiction.

If much younger, you get into the sticky situation in which the law may presume that the youth is not able to make informed decisions, hence the homeowner may be liable even if not in any way at fault (if you have insurance on your house, you have, or should have, a provision covering injuries to business invitees, guests, etc.).

In short: the younger the mower, the more liable the homeowner; the older, the less so.
Oh, of course. It all comes down to the predatory practices of lawyers. I really, really hate lawyers. They try to sue small businesses for the most stupidest thing, and in the end, it costs insurance to go sky high. People used to have riding stables in my area all over the place. Then some NYC lawyer came down, and was conveniently getting riding accident lawsuits from all over the place. One by one, stables were shutting down the rides to the public due to either frivolous lawsuits, or their insurance going so high, it was impractical to stay in business. It was one of the most dominant sources of revenue in my county, but now, it's just hotels and retirement centers. For now, until lawyers start to go after them next.

A license for what? To cut hair? Or mow the lawn? Why? Because government said they needed one?

Government needs to be concerned about illegal immigrants taking American jobs, not teens looking for ways to make extra money over the summer. Bloomin' idiots!

Yes, because you shouldn't need government approval to start a business.
