I think the GOP controlled Congress might just be able to issue an official approval that Trump can receive an unlimited amount of funds from all foreign governments without any further approval required.
That is perhaps the whole purpose of this lawsuit.

Going forward, all elected officials will do the same.
Just as they looked aside when the terms of Mr. Trump’s D.C. Hotel Lease were changed (ignored) to suit his & his family's best interest.
There's a clause in the lease which explicitly forbids any elected official of the federal government from receiving any benefit from the property.
These are precedent-setting abuse of power issues.

Congress would hesitate to approve it, because the optics would be deadly to them come election time.
A compromise where trump complies, or resigns would be good I think.
But this needs to never happen again. (not the trump elected thing, but how he handled mixing business into his presidency).
