In context, the writer is noting that he notices that everyone else is willing to adjust their paths to make room on the sidewalk for others, with the exception of white women. They do not budge and expect others to move for them. According to him, anyway.
In the piece, he notes that he's asked white women why this happens and they have no idea what he's talking about, yet has asked other black people and they've all made the same observation (again, according to him).
Note, this isn't a justification of anything being said in the article, merely putting it in a non slanted context.
My observation is that both women and men at times fail to make room for other people. I'd be more impressed with this guy's complaint if he had kept a fair record of the times when HE failed to make room and reported on it. But you know he's never gonna do that.

I don't think they even notice it, because they have twenty seven other things they are contemplating at that same moment.
Yeah I used to consider it rude but then realized their minds are working on so may levels, they really don't realize how rude they're unconsciously being to others.
I don't think it is just a female thing, although they may display it more, but I often find people have no situational awareness. They just don't know, or don't care. If they hold you up when leisurely strolling or on their phones they couldn't care less.
it's true. when I'm walking with my wife holding hands it's always a white woman who tries to walk between us for some odd reason. Trying to break up a strong Black union. I always ask them what the hell they think they are doing and they always have this puzzled look then they huff and puff while walking around us.
