Well, the officials believe it to have a calming effect in Chicago.

Once mixed with lead, it creates a calm stupidity in most people - well, except for those who can't sleep.

There are some people in Chicago who seldom ever sleep, which causes them afflictions of ulcerative brainitis.

Not sure if you're joking, but lead has been shown to have a detrimental effect on IQ.
