I disagree with that right back.

There are a wide range of political ideologies in the government, many of which have been there for decades. If what you were saying was true and it was motivated by pure left wing partisanship, you would have seen similar levels of leaks and resistance during former Republican administrations, but we didn't. Especially if it was "several decades of entrenchment" as you say.

What we also didn't see in former Republican administrations is this level of administrative incompetence.

He only hires the best people right? So, if that is true and he is also a good leader, why the astounding level of turn over for his direct appointees? Sorry - that speaks to pure incompetence.

Anyone who has worked a job where they had a new boss come in that was incompetent and loudmouthed about it, while at the same time throwing underlings under the bus as was convenient, would see the exact same laughably dubbed "Deep State" effect at play on a smaller scale. It is just a manifestation of human nature.

Yes. This is exactly what's going on. It's ridiculous to believe it's some kind of sinister plot by a shadow organization. It's not.

He just sucks at this job.

There we go, this I believe to be accurate, and I also believe it to be an inevitability of any sufficiently large organization of people.
