And perhaps EMP damage.

I'm not interested going to war for the typical dumb globalist reasons. But detonating nukes over the Pacific ocean could cause a lot of problems and would prove that he is a mad dog off the leash. I'd be ok obliterating the entirety of NK at that point.

i agree that detonating a nuclear weapon over the pacific would in fact be an act of war on many levels. it would endanger shipping over a large area, and depending on where it is detonated, could possibly cause a tsunami.
