Can’t they just build more prisons? When did this become rocket science?
Too expensive the last one built in Stockton cost about 1 billon to house 1,700 maximum(a drop in the bucket). Utilizing those figures it would cost as much as 20 billion in structures(what about land???) just to keep housing at the 2011 population level. In addition a timeline was set to reduce the overcrowding. At least 30K have been released since the mandate kicked in.(Many lack skills and the motivation to make them employable).

There are 747 inmates on death row in California, if they were all executed tomorrow it wouldn't make any difference at all. Between Sept 30 2016 and Sept 30 2017 there was a net increase (commitments minus discharges) of 2,547 inmates in California prisons.
Nope the Supreme court ruled in 2011 that California is to reduce it's prison population due to overcrowding and a time line was established. Because overcrowding violated the prisoners constitutional rights. This mandate has had an effect on policy. You can blame the "war on drugs" and the pendulum domino effect.
Well, voters elected the officials that deemed how this "decrease" would go about and they are basically swapping existing criminals that are being released for new ones based off of really stupid new gun laws.
