It isn't as simple as building more prisons.
Then execute the worst of the prisoners. Set a time limit and stick to it.

There are 747 inmates on death row in California, if they were all executed tomorrow it wouldn't make any difference at all. Between Sept 30 2016 and Sept 30 2017 there was a net increase (commitments minus discharges) of 2,547 inmates in California prisons.
