My money's on Bannon. His clearly stated goal was to bring down the government, i.e. dismantle the administrative state.

Manafort informed of coming indictment in August, new court filings show - ABC News

He was working on behalf of the ousted Ukrainian president Victor Yanukovych, who the press repeatedly refers to as the pro-Russian or Russia-linked. Yanukovych originally tilted toward the EU aid package but was ousted from power when he abruptly switched in favor of the Russian aid deal.

Further this survey came out after Americans had a chance to hear or read all the legal charges against him.

What compels these 32% to think Manafort, and men like him, should be allowed a free pass?
