I suspect it comes down to monopolies and corrupt governments. Corrupt governments will purposefully dam up rivers so the poor areas have no access to water, and it will dry out their crops and starve out their livestock, so they have no choice but to buy from the government.

I don't know if this is the case for Zimbabwe. However, it wouldn't surprise me. I do know that there are many who don't know how to grow, hunt, and fish for themselves. I am trying to gain those skills for myself.
