Interesting idea. I think public education in this country has gone into the toilet. And I don't have kids, so if this caught on, I'd financially benefit. But this would likely collapse what's left of public education. And if you think society is unraveling now, just wait to see what the results of that would be.
I think this goes a bit too far, but I do think they need to address why a person with no kids can be paying three times the school tax as someone with kids.
But this gets back to the property tax system that needs reformed, in that taxes are based on the value of the property.
Stupid reactionary idea. Everyone benefits from a good education system. People who walk shouldn't have to pay for roads, people who live inland shouldn't have to pay for the coast guard.
Evidently, only the administrations high paid doofs.
Where does the tax money come from to fund schools in CA? In my state the majority of funding comes from property taxes. So how exactly will that work?
There are other ways to fund public schools. In Michigan, all taxable real property is taxed six mills for schools, but most school funding comes from state sales tax and from local "nonhomestead" property taxes on non-agricultural non-owner occupied property. So homeowner property taxes pay only a small portion of public school funding.

Sloppy reporting! I have an OBVIOUS question that never occurred to the reporter.
What about rental property? If rental property is occupied by a childless tenant, does the landlord get a huge tax cut??? Or do childless renters have to subsidize education for the children of homeowners while childless homeowners get a tax cut?

Oh my, what a modicum of research can uncover...
According to the linked article in the OP, the initiative sponsor is Lee Olson of Huntington Beach.
A website called ConnectedInvestors.com lists a Lee Olson of Olson Leland & Edwards in Huntington Beach. According to the website, Olson targets investments in Huntington Beach and has expertise in Wholesale and Pre-Foreclosure properties.
Perhaps he's looking to pocket a massive tax cut on his rental properties?

Idiotic idea. You don't get to pick and choose what you pay in taxes.
Just like you don't get to pick and choose whom you sleep with.
Educate yourself!
In a just society, you DO get to choose what you pay in taxes. Taxation -- like everything else -- must be based on consent, or it is wrong.
