I've always remembered it as:

Got grey hair -> Medicare
Can't get paid -> Medicaid

Um, Medicare is for the elderly and those who have been on Social Security Disability for at least two calendar years.

Medicaid is for welfare recipients.

You would probably impress more people if you knew how to tell the difference between the two programs.
