Impossible. They had public executions, the bestest deterrent there is!
It certainly is a great deterrent. You can't tell me if the likes of the school shooters weren't taken out back and shot in the head with a stern warning anyone who does anything like it will be next it won't make people think twice.

What is your source for these stats? Was it something to do with Prohibition and bootlegging? If so, not real interested.....everyone already knows that things like Prohibition or the War On Some Drugs artificially inflates crime stats (we saw it in the 80s and we're seeing it right now).
If it was related to that, then I'd also question the veracity of the stats....homicides committed by "the authorities" are excluded from this category (which is called intentional murder...which does not include police shootings)
