As someone who has been in the government or working with the government going on 30 years now, I can assure you that these phones get updated...and have the proper anti-virus included.
So, it seems you have no clue what you are talking about.
I work for DoD, have a DoD issued phone. My phone has not been hacked but several of my coworkers' phones have been. They don't really seem to be doing anything special with them. iOS which is vetted before we can upgrade and nothing more for protection.
