Yup...Simply logic and rational thought... I don't know why people draw the conclusion that this is legalization of child prostitution and the Mr. Allen mentioned in the linked article should be ashamed of himself.... or just plain incapable of rational thought..

A minor used for sexual assault whether directly by a john or indirectly by a pimp simply shouldn't be treated as a criminal under any circumstances.

Ayup. I have had the privilege of knowing a few detectives in LAPD's child trafficking division (long story) and they're quite happy the abusers can't tell the victims "If you tell the police, we'll both go to prison! And do you know what happens to snitches in prison?"
