How about kids being bullied or kids that are pushed along through the system and graduate practically illiterate. We have kids that know nothing about history but everything about their favorite celebrity.
Our schools have lots of issues and mass shootings are a huge problem but actually there are many other issues that do not get the medias attention.
For the record I think that a person should be 21 to buy a semi automatic rifle.

Why limit it to the 2nd? You make a point about bullying. A great deal of bullying occurs online. Go after their 1st amendment rights. Hell let's go right on down the list of individual liberties and protected rights and subjectively re-interpret them on the premise of "safety"
Let's do it. You're no longer a person in this country until age 21.
Can't vote at 18 19 20
Can't get an abortion at 18 19 20
Can't have legal representation at 18-20
Must house agents to ensure no Internet capable devices are in the home of 18 19 20 year olds.
Must be a witness against yourself 18 19 20.
All property seized 18 19 20
Be subjected to cruel and unusual punishment 18 19 20.
