He is from Minnesota, not Wisconsin. He was attending school in Wisconsin.

Here is what he plead guilty to:
(3) Third degree sexual assault.
(a) Whoever has sexual intercourse with a person without the consent of that person is guilty of a Class G felony.
(b) Whoever has sexual contact in the manner described in sub. (5) (b) 2. or 3. with a person without the consent of that person is guilty of a Class G felony.
(5)(b)
2. Intentional penile ejaculation of ejaculate or intentional emission of urine or feces by the defendant or, upon the defendant's instruction, by another person upon any part of the body clothed or unclothed of the complainant if that ejaculation or emission is either for the purpose of sexually degrading or sexually humiliating the complainant or for the purpose of sexually arousing or gratifying the defendant.
3. For the purpose of sexually degrading or humiliating the complainant or sexually arousing or gratifying the defendant, intentionally causing the complainant to ejaculate or emit urine or feces on any part of the defendant's body, whether clothed or unclothed.

Of course, he was charged with a lot more:
"Cook was initially charged with more than 20 crimes nearly a dozen women, including misdemeanor disorderly conduct and felony sexual assault for incidents between September 2014 and October 2016."

Unfortunately, many judges will show leniency if the crimes occurred when the defendant was 19 or younger at the time and allow them to plead down. I hate that they do it (Iowa has similar allowances.) This guy needs to be removed from society. He is a predator in every sense of the term. They should have given him the full 40 years.

Yes, but it's Madison... Lefty-land. Victimizing women is no big deal to them, witness Harvey Weinstein victimizing women for DECADES without any of the Lefty Hollywood cohorts doing anything about it.

It was 3rd degree sexual assault, not rape. Of course the only time there is outrage in these cases is when it's a white man. Then the charges are twisted to make them worse than they were.

the charges were 3rd degree sexual assault - Wisconsin Law:

Third Degree Sexual Assault - Rape Third degree sexual assault is rape. Wisconsin law defines third degree sexual assault as sexual intercourse with a person without consent of that person. Third degree sexual assault also occurs if a person intentionally ejaculates, urinates, or defecates upon any part of the body clothed or unclothed of the victim if such act was intended for purposes of sexual degradation, sexual humiliation, sexual arousal, or sexual gratification.

Under Wisconsin law, 3rd Degree Sexual Assault is a Class G Felony and subject to the penalties of a Class G Felony.

I'm not surprised.
For starters, he choked and tried to strangle his victims. He also stalked them and kept a log with a check-box after, "killed!"

He would have had to rape 97 more women to have been assured he would spend life in jail

I hope when he gets out he stars dating the judge's daughter.
