I wonder if any U.S. city with a high African-American population has considered a drastic but not impossible move.
Staff the police department's patrol officer population ENTIRELY with African-American cops.
They may or may not be able to de-escalate situations based on their race, connection with their community, or trustworthiness (which should never hinge on race, but if it helps...).
I think what would happen is that while they might see a small decrease in police shootings of unarmed black men, the newly racially stacked police force will STILL respond to a lot of suspects with lethal force.
I really hate the insinuation of that term, "unarmed," as if not having a gun makes an individual harmless. News flash - it doesn't. I don't think a police officer or any civilian should be expected to take a knife in the gut or endure any sort of beating just to spare a criminal a bullet.
I DO think that police should create more stand off room when they have to confront suspects, to increase their potential reaction time. However, the police have been criticized even when using nonlethal options such as tasers. I've been tasered (in training); it's NOT fun, but the individual being tasered will definitely prefer it to being shot.
Everyone talks about how police in other countries are able to de-escalate confrontations with criminals without having to resort to lethal force. To that I say bring those law enforcement officers over here and put them on patrol in the U.S.'s high crime areas. I believe their methodology would change when confronted with our drug-addled and sometimes nihilistic criminal element.
American culture is one that seriously glorifies the criminal, the rebel, the bad boy. Is it any wonder so many American youth think that defying law enforcement is completely acceptable?
The problem is that American police shoot more people, some innocent, and many unarmed, than any other country in the world. What's wrong with their training? What's with the cowboy mentality?
Other countries seem to be able to deal with their violent criminals without the killing fields that exist on the US streets caused by police. It's time to recalibrate their actions, mindset and training.

That's because whites know that 99% of all the shootings the perp had what was coming to them. BTW I believe most blacks know this as well. Its just a minority of the minority that hates cops so they drive the narrative. Trust me there are plenty of blacks sitting inside their homes glad that the neighborhood thug got theirs! Remember most blacks are law abiding people that are sick of the punks making their lives miserable!

So, what about the 1% of innocent lives lost? And what about all the unarmed lives lost? Sorry, retiredcop, you are just wrong.
Funny that other countries can deal with their criminals without all the police involved shootings. It's poor training and a cowboy mentality that is at least part of the problem. In fact, you don't see the police involved shootings in the USA in the better trained cities, but the problem is, many cities and some States have horribly poor training programs. New York City, the largest in the country and one that certainly has it's share of crime is the lowest of all cities in rate of police involved shootings.
Why? Training.
As example, why does Orlando, which has a relatively low crime rate, have a rate of police involved shootings second only to St. Louis, which we know has a high crime rate? Training and a cowboy mentality. What other reason are you going to give?
So about 1/6th the rate of black deaths per capita?
No about 1/3.
Problem is blacks commit crimes at a much higher rate which increases the likelyhood of encounter with police.
There is not an epidemic of police shooting blacks.
