Apparently the crew of the boat was aboard at the time. It was late at night, and they were all asleep in their bunks.
Normally you don't have to keep an active deck watch all night when you are tied up to the dock in port. Unless you are actually at war.
And herein lies the rub. The leftist thugs are at war with any members of the Trump administration they can find, assaulting them, harassing, threatening, destroying property with abandon etc. As proof, even the leftist thugs on this forum are deriding DeVos for not keeping her boat at wartime station in port in the middle of the night.
