From the mid 70's (Maybe earlier, but I wouldn't have known) to the mid 80's, many states had two drinking ages; 18 for 3.2 beer, and 21 for 6.0 beer & all other alcohol. The state I grew up in had that, and the state I moved to (& worked as a bartender in that state) had that law. Perhaps there's a detail that applies here...?
