No, he's indeed fair game to be protested. However, that doesn't mean harass, disorderly conduct, disturbing the peace is ok.
Set up a protest outside a campaign headquarters or across the street etc. but surround somebody taking their kid to little league, dinner with spouse, funeral, wedding etc. then absolutely not.
They are public servants, not public slaves open to abuse 24-7 by the fringiest nutjobs, some with violent intent.

I oppose treating people like that regardless of political affiliation.
On top of that, these actions actually generate sympathy for the target from moderates.
So, consider this an intelligence vs. emotion test. If you're so emotional that you'd act like those idiots and actually help the person you're protesting then that is your right, but it would be incredibly stupid.

I think we agree... my point is there has arisen a group in this country that are taking a page out of the history books. they are using intimidation as a political tactic. they are using the notion of constitutional protections for protest as cover for very dangerous activity.
