If you noticed this was regarding absentee ballots, none of the voter ID laws address anything but in person voting. Strangely you cannot vote in person in many places in Texas but those very same people can send in an absentee ballot, that was brought up in one of the voter ID lawsuits.
The reason for the surge in voter ID laws is pure politics but they are really not an issue as long as they don't exclude legitimate voters.

It was discussed in the 5th circuit court hearing on SB14,in person voter ID requirements changed the ID requirements since then but absentee ballots remain the same. They did not go back and scrub the voter registrations.
