Here's one big difference: Trump is the President of the United States. Maxine Waters is a Congresswoman from California who nobody but you gives a rat's *** about.
What struck me about Sayoc's mugshots is the unevenness of his facial features - one side of his face is much more fully developed than is the other, far beyond the normal variation seen in almost everyone. Sarah Sanders has a similar discrepancy, though hardly a would-be assassin, whatever her other issues.
I think I read somewhere long ago that this happens during fetal development and can indicate other issues, typically mental and emotional. That theory would match up with Sayoc's criminal record, intensity, and evident volatility and violence (still innocent until proved guilty, but evidence is piling up).
This is not a typical trait of fetal alcohol syndrome, as far as I can recall (need to check) but may be a marker for similar difficulties. Worth pursuing, though not an excuse of any kind, it may be a partial explanation. In any case, anyone who could do these things is not operating normally.
