Is it? It's long been held that TYPING IN ALL CAPS IS LIKE SHOUTING, so I can easily see this promoted as a good general thing to avoid as a recommendation for schoolwork. I would recommend it myself. Also Not Doing The Weird Version Where Somehow People Capitalize Every Single Word In A Sentence. Or wHerE rAnDom leTTerS are cAPitaliZeD.
I think as people are increasingly using the Internet, online writing habits can spill into other areas. This is likely just a reminder of sensible guidelines to use at university.

Had to look up "jazz hands" to see what it is, but it's only visual -- how would Ray Charles know if his performance was enjoyed if everybody was just waving their hands around? Clapping is both visual and audible.
'Jazz hands' to me would be more offensive than clapping. I can't help substituting one of the letters in my mind to produce a disgusting, gross phrase that sounds almost the same.
