To be fair, he needs to declassify these documents anyway and he knows it. Also, I think he is definitely going to declassify them no matter what. What is more, the Democrats in Congress know he is going to declassify them regardless of what they do.
Trump is smart to make this conditional, so when he does release them, it will be in the role of the victim. It will be a great way to open the 2020 campaign theme against the excessive overreach of the Democrat/Nancy Pelosi led Congress.
These documents are going to be released anyway, but Trump is smart to use them as a club to beat down the Democrats with first.
