No. She saying that the rights of citizens, being unearned, are illegitimate and always trumped by universal human rights. Therefore citizens have no real moral authority to enforce immigration laws against people who want to enter America illegally.

The piece calls for compassionate immigration policy but not open borders. It’s not really that radical it is true the only thing we did to become citizens was to be born here. Now my wife actually had to take a test and make a vow.
We already have compassionate immigration. It's call LEGAL immigration. We accept 1 million LEGAL IMMIGRANTS a year in this country for decades, no country in the world comes close in that number plus we allow over 20 million illegals to stay here and if for some reason we have to deport them the punishment is NOTHING, you get a plane ticket paid by the American taxpayers back to your native country. Most countries in the world is a felony with jail time to enter illegally and in other countries like Mexico, it's a FELONY for a legal citizen to help an illegal citizen with shelter, food or job.

I didn’t say I agreed with her I’m just tired of puke worthy debate tactics where individuals ignore parts of an article that makes the journalists positions less radical. I suggest people read the article and decide for themselves.
I guess a lot of people overlook the fact that genocide, slavery, and colonization is what has helped make every nation in the world (past or present) prosper at different points in its history.
