Both houses of congress have now defeated tRump's power grab by significant margins.
The courts will now decide whether or not the constitution stands.
My bet is that they'll uphold the constitution rather than kowtow to tRump's vanity project.

The congressional and court actions are indeed related.
Congress controls the nation's funding as a Constitutional imperative, and Congress has shown its intent now to hold to their mandate. They, not the Executive branch, just declared there are limits to the president's emergency powers. This is the very first time those powers have ever been challenged.
The court understands that the Emergency Powers Act allows any President a wide discretion as to how those powers are used. But now that Congress has clearly decided the power of the purse belongs to them, despite the discretionary power a President has, the courts will most definitely take Congress' decision into serious consideration now that limits are very clearly stated.
Congress makes the law. The Courts interpret and enforce the laws Congress makes. Such clear interpretation as Congress just delivered is beyond the court's ability to deny.
In fact, the court could well decide Trump's attempt to circumvent that law could constitute a criminal offense. He can veto it at his own peril if that's the court's decision.
