Sure he can. If the President wants someone gone, then he will be gone. The DOJ is part of the Executive Branch and Trump as President is the head.
Rosenstein really isn't big enough however for Trump to be spending much time over. Not nearly as much as the MSM has told the NPCs to believe. Whether he stays or goes is inconsequential to everyone but the "orange man bad" crowd. The resurrection of this dead topic speaks to that.
What I've read and heard is that he's delaying his departure. Earlier reports indicated he would leave in mid March but he's still there and there is some speculation he won't go until the Mueller report is out.
Kinda weird to leave/quit a career job, before you have amassed the time needed to retire with a pension.
You should maybe look up the rules for pensions for Federal civil servants. They aren’t quite what you appear to think (nor are they quite as generous as some assume).
Barr is just keeping Rosenstein around to absorb the punches from the ending Mueller Investigation.
Besides, we still gonna stick Rod's ass over WiretapGate. Maybe rip his pension from him McCabe-style. Can't do that if Barr just "lets him go" now can we?
