She kicked out all the NG troops that were from other states as well. The only ones left will be helping with the humanitarian effort.

I lived in Texas, mostly Florida and know more than I can tell. The % is ever so small in our huge southern border and it can be contained with repairs of existing walls, money for manpower and electronics toys. More illegals just float into Fl and now cross in Canada - I don’t know why you all wont mention it ?? and let’s not forget our dear overstays. I've wondered ... to access some of the defense funds under the national emergencies act, the infrastructure needs to be for the protection of US troops ... who then need to be there, to protect.

The new Trump vision is troops cowering behind walls from the invading Mexicans? Kind of a reprise of The Alamo days, one wonders.

Yes. I do not know how DODs. Appropriation bills read, but you are correct, it must include something military related! The wording must be right to release the funds.
