NYT is reporting that Robert Mueller has farmed cases and evidence out to 1) the SDNY, which handles federal cases in Manhattan, 2) the EDNY, which handles federal cases in Brooklyn, 3) the EDVA, 4) the U.S. Attorney’s office in Los Angeles, 5) the U.S. Attorney’s office in Washington DC, 6) the DOJ National Security Division, and 7) the DOJ Criminal Division.

In other words, "No new [Mueller] indictments" doesn't mean "No new indictments, period." Big difference.

Exactly.

Team Mueller was tasked with the investigation of Russian interference in the election and who all was involved, connecting the dots.

If they uncovered federal crimes along the way, they could prosecute. But their task was never to prosecute but to investigate.
