Because experts in the field that have no skin in the game are opining on an important report concerning criminality by the sitting President? Why wouldn't you care to inform yourself when former prosecutors from both sides of the aisle weigh in on an important issue of which they have specialized knowledge?

How are they deciding elections? They are relying on their collective centuries of expertise and experience to publicly opine that the acts described in the Mueller report would have been prosecuted as felonies but for the President's protected status under the OLC guidelines. They aren't "deciding" anything, much less elections.
Your comment is akin to accusing a doctor who just diagnosed you with cancer of deciding your life.
His decision was as result of the DOJ policy on indicting a sitting president AND the parallel policy of not accusing someone of a crime when charges are not going to be brought.
Mueller knew he could not bring an indictment himself and he knew the Trump schill Barr would not bring it, so he felt he could not accuse the president of a crime when he knew no indictment would be forthcoming.
Mueller had a Grand Jury, in fact - I think he had more than one Grand Jury.
Why do you suppose he did not take his "evidence" of Obstruction and have the Grand Jury issue the indictment???????? They would bring the charges and Mueller doesn't have to and Barr doesn't have to. Easy Peasy

Mueller expressly stated that he did not take his evidence of obstruction and have the Grand Jury issue the indictment because the Department of Justice guidelines prohibited from doing so. He doesn't need to testify to that. Its on the second page of Volume II in black and white.
