For starters blacks have the highest rates of infant mortality. This applies to the black populations in every state and even across multiple economic levels. You can look this up on the CDC if you wish, while it would make sense for lower income levels what doesn't make sense is the higher income levels. They are not sure why.
The three states mentioned have the highest populations of blacks as percentage so that will drive their infant mortality rates up.

Perhaps those states should put forth the largest effort into finding out what's going on and save those babies?
Just to add you need to be very careful with stats like this, you need to look at underlying causes there may be before trying to draw conclusions. For example difficult or complicated pregnancies in European nations are more likely to be aborted, here in the US they go to extraordinary lengths to have a live birth. You have more babies here that are not in great health simply because they were not aborted.

So what? Who cares what color they are? These are American babies, not embryos, that are dying and something should be done to help them. And the maternal mortality rate in this country is disgraceful too.
