Ken Starr determined Bill Clinton did commit a crime and said so 11 times in his report.
He just could not prosecute Clinton for those crimes.

Muller could have said he found a crime if he could have had the evidence.
He lacked the evidence to prove it.

He could have clearly stated he reached a Decision on Obstruction.
He did not do so.
