No, it's not for Congress to "find out". If there is a crime, it's in Mueller's report. Read the report. But learn the law first.

How many more thousands of times do we have to explain this?

There does not need to be an underlying crime for there to be obstruction. All there needs to be is an investigation.

I don't know why he didn't do it, but it would have been a political disaster for the Left if he had. Trump's lawyers would get to cross-examine Hillary and Obama for days on end. And Brennan and Clapper and Comey and Strzok, all while Barr took notes for prosecutions for perjury, 1001, et cetera.
