Mueller made it clear both in his report and in his statement that since the DOJ policy was not to indict a sitting President, it was unfair to accuse him of crimes when he couldn't defend himself in a court.

When a person is incapable of being indicted for a crime due to technical reasons that have nothing to do with whatever crime he may have committed, it is unfair to automatically label him as innocent/not guilty.

As I've already said multiple times, if the president murdered somebody, even if it was clear he was guilty, he could not be charged, just because he's the president. Trumplings are using that as an excuse to declare him "not guilty."
