Did we have "thousands of surface monitoring stations worldwide, including ocean buoys in the Pacific and land-based thermometers dotting the continents," and weather satellites orbiting the earth back in 1850? No, we didn't. So how can people declare the warmest ever, anything, going back almost 170 years?
Let's just blame it all on CO2, and that is the extent of it.

Their claim is that July 2019...was warmer than July 2016....by 7/100th of a degree
...that's 0.07 degrees warmer in 3 years
Which is much less than the temperature increase they claim from global warming....
...which would mean they are way over estimating the effects from global warming
or that global warming has slowed down
wow a whole .07? That's freaking absurd. you would think that is within natural deviation if anything at all. It certainly puts them a conundrum on the issue as you laid out in your last sentence.
