The Washington Examiner is just reporting what DOJ spokeswoman Kerri Kupec said. They are not like the NYT or MSNBC, where they hide behind unnamed sources, reporting their lies,assumptions or biased opinions, as if they were fact.
And what did he say? He said we routinely hold back on giving away foreign aid unless certain conditions are met, and one of those is that we are not giving money away to a corrupt government whose leaders might just steal the money for their own uses.
The Ukraine government has been known to be corrupt, which was why few if any European nations were giving them any aid. We do not want to be foolish enough to give money to Ukraine until we see some changes, and until we have confidence that they are working to investigate and expose the corruption that took place in the past. This was not"hey, dig up dirt on Biden or else we won't give you any money."
The Trump administration withheld some aid to get the Ukraine to address corruption concerns in that country and the Obama administration threatened to withhold aid to help the company Biden's son worked for.
