Last I read, the opioid epidemic is concentrated in the lower Midwest and upper South - not exactly a liberal area last time I checked. Hey, If you're gonna bring up SF's problems, I'll bring up ones from the conservative "down-to-earth heartland".

Last I heard, Cincinnati and Birmingham aren't exactly focused on "catering to the rich" either; and they aren't exactly stable places to be.

This is what CA has become

PASSED Cap-n-Trade Tax will increase gas 0.63 to 0.93 cents a gallon.
PASSED increase on a new tax every residence will pay for tap water!
PASSED a $3.46B parks bond to pay for parks in "disadvantaged communities". The debt service alone will be over $200 million a year.
PASSED a law to release any lifer (murder, rape , child molestation, etc.) who is 60 years old and has already spent 25 years in prison! Examples: Charles Manson would have qualified if he waited a few months before dying; and the Melendez brothers that murdered their parents may be released in about 12 years?
PASSED a $ 50 charge on all residents living in a mobile home parks to address “living condition enforcement” in those parks? This is basically a regressive tax on low income individuals.
PASSED requiring Tesla to unionize with the United Auto Workers Union or forfeit State incentives for the State to buy their electric cars! Solar companies may be next which will increase solar costs.
PASSED a reduction from a felony to a misdemeanor the purposeful intent to transmit the AIDS virus to a unknowing partner.
PASSED giving preferential treatment to prisoners convicted of serious crimes who are less than 25 years old. Based on they are not mature enough to understand right from wrong.
PASSED a bill requiring our true sex be omitted from drivers licenses.
PASSED free legal services for illegal immigrants.Paid for by tax payers.
PASSED establish safe "injection zones" run by government to oversee people injecting heroin! Paid for by tax payers There were no rules passed about street filth and street living based on California's current procedures and openness.You may consider forwarding this so that Californians can be aware of CALIFORNIA'S elected officials.

And remember the kind of condition Gavin Newsome, Nancy Pelosi's nephew, left San Francisco in an absolute mess and now he's set out to perhaps ruin the entire state of California.

Where I live, I almost always made "six figures" .. (before retirement) and a gallon of milk was around $2.30.

I live in a fairly high middle-class area (in Virginia) myself.

Can't speak for those places, but SF focuses on rich corporate investors.

Another hypothetical city could not and still be bad, but the reasons would be different.

This seems like an optics argument than a factual one.

to put this in actual numbers.

in 2017(last year on record) there were 4,863 Drug overdoses in California, where as there were 5,111 in Ohio.
