good post--couldn't rep you, OP. There is a very good book about the phenomenon entitled Hate Crime Hoax by sociology prof Wilfred Reilly (who btw is black). He is a numbers guy and JD, so uniquely qualified to cover the topic. He built a large Excel database of hate crime hoaxes.
