This once again shows the brilliance of Debbie Wasserman-Schultz. She has said that the focus of new laws should be on bullets, not just guns. If you don't have any bullets, the gun becomes an expensive and heavy paper-weight.
And there is no mention of or protection for bullets in the 2nd Amendment.

The NRA works for their half million members, not the gun manufacturers. They've supported personal ammunition reloading where gun makers make most of their money for over 100 years.

We hear about this from time to time, but I think it's a tiny, tiny percentage of people who would be willing to take the time to make their own bullets. I don't know all the technical details of 'primers' etc.
You could also pass legislation to control the equipment necessary to make bullets. It's got to be some pretty high tech stuff. Sure there will be people who will try to circumvent it, but we can keep it down to a dull roar, just as we do with the counterfeiting of money.
