It should bring a immediate boost but I don't honestly think we are out of the woods yet. Just yesterday Italy shut down and I doubt that'll be the only country to do so. Only three states right now are proactive states of emergencies. US cases have hit 700 and most are becoming community outbreak rather than people who came back from Asia. We just see a very volatile market and a pandemic that is shutting work places down.

Well, so much for that.
Dow is now DOWN 100 points or so (keeps changing of course). Turns out that Trump was just shooting his mouth off (as usual). There is NO plan, there's just a few "ideas" from Trump that haven't even been run past Congress yet. Some kind of action will probably be agreed upon eventually, but who knows what that will be - or when - or just HOW effective it will be.
Meanwhile the number of cases grow. The National Guard is deployed in New York state, Harvard is kicking students off of campus and going to "virtual" environment (at least for a while), flights keep being suspended and concerts cancelled, etc, etc, etc.
We might get lucky and the warmer weather of spring stops the virus in it's tracks before it really takes off, but no one knows for sure how the weather will affect the virus' spread.

I see that as more of a summary of what the average American can understand when it comes to the markets, which doesn't mean it is accurate though.
