Romney proposes giving $1,000 to every American adult as coronavirus response measure (unemployment, Congress)

Republican Sen. Mitt Romney of Utah on Monday outlined a list of proposals to address the coronavirus outbreak, including giving all American adults $1,000 in response to fallout from the spread of the disease.
Romney's office framed the proposals as a way to ensure economic stability for working Americans.
"Every American adult should immediately receive $1,000 to help ensure families and workers can meet their short-term obligations and increase spending in the economy," a release from Romney's office states, adding, "Congress took similar action during the 2001 and 2008 recessions. While expansions of paid leave, unemployment insurance, and SNAP benefits are crucial, the check will help fill the gaps for Americans that may not quickly navigate different government options."
This is a far better idea than rate cuts, which help no one at this point.
I suspect that had we implemented a 2 month shelter in place with only medical and grocery remaining open, coupled with 2000$ a month for every adult American, it would have most likely in the end cost us less than doing nothing.
This is a crisis. Romney is trying to help people navigate a tough time as many families live pay check to pay check and just lost their pay check. If we do nothing the system will spiral out of control even worse.
This is a huge difference than Yang's every American gets $1,000 every month rain or shine.

Provided we were able use sufficient carrots and sticks to prevent people from breaking quarantine, we would likely save a ton of money and a ton of lives in the long run if we were to do this on a national scale. Today, however, Trump was apparently telling our Governors that all is well and he is eventually going to roll out a big beautiful (unidentified) solution but that they are more or less on their own in the interim, so I wouldn't count on a strong federal response like this any time soon. Plus, simply because it is Romney's idea, Trump wouldn't embrace it no matter how good it was.

go ahead and make it optional, those who receive the $1000 can turn around and send it back for their Medicare services and have one giant fund. If you need care you are covered; if not then your contribution goes to your socialist buddy

B) Cut 2% from every gov't department across the board to pay for it? Its called "The Penny Plan" I'm for this.
C) Increase taxes to pay for it? Well since ~1/2 dont pay ANY federal income taxes, that means only the ~1/2 that do pay federal income taxes will have to shoulder the entire load when they're already paying 97% of the tax burden. I say no.
