Im thinking More online education (smaller bill). More online doctor visits, like the almost pointless 5 minute 6 month checkup (smaller bill). Any ideas?
Ban non-business travel to Asia for the rest of the decade. Have those traveling there receive special government clearance and be bonded by their corps for the danger their travel may present to Americans upon their return. Those traveling should be limited to American citizens. The only other exception should be we should allow those originally from that continent to return on these flights, never to return, if they so desire.
Have quarantine areas set up when US citizens arrive home, with a full physical and clearance required for them to be released.
Ban immigration to America from China for 25 years after the date at which China makes open, wet markets against the law.

Make all states that distribute federal programs have uniform eligibility and rules.
Make paid sick leave mandatory at the federal level.
Medicare for all like every other developed nation on earth.

I would also add to that---send back any Chinese citizens here on H1-B and L1 visas. We've had lots of problems with the Chinese stealing trade secrets, etc.
Then the whole world needs to ostracize China. We start by bringing manufacturing back to the US---especially medicine manufacturing and medical equipment manufacturing. This pandemic really drove home how bad it is that much of what we need comes from China.

I agree, and would settle for Supply Chain Mgmt bringing mfg back to our continent.
We are China's #1 customer. If we can change that, we can make the penalty to China an economic lesson of epic proportions.
